Amphibian Downpour + Resilient Roadrunner

If I have on my side Amphbian Downpour and my opponent plays Resilient Roadrunner this starts edless loop of killind coyote then resurrecting it.
I've met this loop before but Loop Prevention Timer worked correctly and terminated the loop. Today in the coalition event it worked 2 times out of three. On the third time the Loop Timer did not occur so I had to quit the game after 10 minutes of waiting.
