Can't add 3rd powers to 1* characters that were rostered while they still only had 2 powers

Just came back to the game after a long hiatus and noticed that the 2 power 1s had been updated with 3rd powers. Tried to add the black power to my lvl40 Juggs, but the power stayed at 0 and the cover just disappeared. Since 1 covers are cheap, tried this 4 times both from the roster inbox and character profile. This was on my main account on Steam. Then reinstalled on my phone and tried on my long sleeping second account with 1* Black Widow's yellow power. Same result. 5 1* covers isn't a huge loss, but it still bothers me that I can't get those characters to max level.
