Random thought on Wiccan

When he was first introduced I enjoyed his power set. He was never meta but could be fun and different in play.
During my Deadpool daily today I had the random thought of... What would his rebalance look like?
His primary passive requires collecting AP in every color... Then he gets stronger... Than he was, but still lags behind top tier 4*s. Which means he takes time, work, and planning to remain subpar.
If a rebalance happened that simply started him as the Demiurge... Would there be a use for him? Or does the forced tanking ruin any chance of that?
Would he need a complete rework to even be considered for play when getting to be competitive? Or is there a small tweak that would elevate him?
He's never going to get "create whatever effect you want" which would more closely match comic powers, but that's unreasonable and a different conversation.
I'm just thinking he should have more of an impact where source material power is reflected within gameplay powers.
And all of this is just me typing out nonsense while my wife watches TikTok videos. Feel free to ignore or make suggestions as you wish.

Yeah. I'm not saying he never was... Or even that he's due before some other character.
Just wondering what sort of rebalance would elevate him.
Edit: I worried my response sounded rude and wanted to add that I appreciate the information you gave. It wasn't my intent to be rude or dismissive but it may have came across that way.

They can rebalance him pretty easily
- reduce his yellow and green to 8ap. 9 is too expensive for a power that relies on tiles on the board. 10 is too expensive for a power that relies on your opponent having tiles on the board.
- change Mystical Destiny by removing condition “Otherwise, if Wiccan is in front, gain …” , so it reads as:
Wiccan is destined to become the Demiurge, a powerful being who will rewrite the laws of magic. At the start of the turn, if you have at least 4 AP in all colors, Wiccan transforms into the Demiurge and this power becomes Power of the Demiurge. Otherwise gain 2 AP in a color you have less than 4 of.
He’s one of the most powerful Marvel characters, so he should be continually building power no matter where he is

I think he could be great with N5mor. I don’t have the investment to run them together because Wiccan has to make the matches.
