A Question About Making Things a Bit Easier

Hello everyone,
I just had a quick question. Like what seems to be many of you posting recently, I seem to be stuck in this sort of death spiral of being both outmatched in PVP, and seemingly unable to place highly in any main event. My main roster averages about level 100, slowly climbing though, but recently I'm fighting too hard of a crowd to push high enough to get into a 3* reward rank.
Oddly I'm actually not fighting high levels in PVE, but rather the opposite. I'm fighting relentlessly low lvl 30ish characters worth almost no points, and seemingly no matter how I approach the game, be it to grind out or try to rubberband, I can't seem to climb the roster in PVE either.
So my question simply is, if I stop playing for a while, or just -really- casually participate with no intent to do well at all, will the game eventually even itself out for me?
I understand that your MMR seems based mostly on your wins versus active loses, but I was wondering if I sort of just "idle" in my bracket, if those currently with me now will eventually scale up higher and a more reasonable crowd will come in (since this seems like some sort of infection of 141s that have overrun just about every mid-core player's MMR). If all the people in my tier sort of fizzle out for a while, which it seems like we have to since we can't actually place well with reasonable odds, wouldn't we eventually congregate statistically into our own MMR? I don't know the system well so it's just speculation on my part.
My current concern is that I'm still making enough ISO to keep leveling, but the more I level the more I seem to fail in these events, falling lower and lower until I just don't want to try anymore. If anything I feel like I need to just put my ISO in my low level covers so that I can swap through multiple rosters and not have to worry about my heal packs as much. So if I keep up this pattern of still actively playing, I'm worried the game will actually just continue to surmount odds against me to the point where I might as well not be playing in the first place.
