Yup. It's correct due to no 5 Star this month.

But... they released two characters over the last month, those two characters should go into the game. That's the way it's been since the start of seasons, at least. It's not contingent on new releases, those will push out later characters.

Why release characters at all if they're not going to go into the game for two months?!?

Sure, but there was a new 5 star. Let him rotate in now and next month when there is no new one, then there is no rotation. Grrrrr.
