Where are my heroic boosts?

I'd used one of them, but not the other two. My boosts screen still says 20 of 20 found, but the heroic boosts don't show up anywhere.

EDIT: rebooted and it says 17 of 20 found. Maybe I saw it wrong before. Still, no heroic boosts, and first mission is always locked.
