Incubator Tokens do not buff the Phyrexian token

Incubator tokens say they create a Compleated Phyrexian creature token. Also give the lowest attack creature you control +x/+x, being the incubator's oil counters.

In practice, the game seems to check the lowest attack creature before creating the Phyrexian token. So, when I break open my incubator, if I didn't have another creature, it summons a 0/1, then no buff occurs. It stays a 0/1.
