Should Enduring Innocence give Loyalty when your hand is full?

Enduring Innocence's effect is when a creacture power 3 or less enters the battlefield, you draw a card. Then, gain 2 Loyalty.

Normally when abilities have a Then effect, the previous effect must resolve. But my opponent hasa full hand, and is still gaining Loyalty counters from my summons.

    Tested some Then effects. I'm not reporting that they don't work as expected; I'm only trying to gather how consistent Then effects are:

    -Whiskervale Forerunner gets its Then effect with a full hand.
    -For the Common Good's life gain works as well, when you don't have any tokens.
    -Satoru, the Infiltrator, seemingly does not give 4 mana when you have a full hand. Perhaps this is because the game is trying to check what card is drawn (has Plot or not) returns Null, then doesn't continue the effect?
    -Anzrag's Rampage will not cast if there are no Artifacts. Logically, its X could be 0 and I still get to pull a creature from Exile. So the Then should always resolve.
    -Defossilize also will not cast if there's nothing in the graveyard. But this is virtually always a good thing. I suppose there's a niche scenario where you might want the Explore only, but eh.
    -Niv Mizzet, the Guildpact does not draw card, nor gain life if the opponent has no creatures. The life gain isn't even a Then effect.
    -Aurelia, the Law Above's effect will give Life, but only if you draw a card, even if the opponent had no creatures.
    -Driftgloom Coyote does not get +2/+2 if the opponent had no creatures.
    -Vanish from Sight requires an opposing card on the board to be cast.
    -Clement, the Worrywort does not give mana to hand if the opponent didn't have a creature to bounce.

    Here's the official explanation of how "Then" is supposed to work if that helps.

    Effects - Conditional/Independent
    The difference between dependent and independent conditions is determined by text. The pattern adopted by design is that when an effect starts with a “Then” adverb, it means that this effect is conditioned by the success of the previous effect. So, when a card says “Destroy target creature. Then, create a Zombie token.”, the token is only gonna be created if a creature was destroyed by the previous effect. If that card said “Destroy target creature. Create a Zombie token.”, the token would be created whether a creature was destroyed by the previous effect or not.
