Wheel of Potential gives Mana to all cards in hand

"Discard all cards without mana in hand, then draw that many cards. Those cards gain X mana equal to the number of Energized gems."

Sounds like the replaced cards should be the only ones gaining mana, but in Training Grounds - Standard all cards in hand gain mana.
