Rotated Sets Not Included In Legacy Bundle

Cards from Midnight Hunt, Crimson Vow, Kamigawa and New Capenna, which were just rotated out of standard and into Legacy, are not found in any of the legacy bundle packs (non dupe and regular). Since the description says “get cards from all legacy collections” I assume that is an error.
