This type of reinforcement encourages people with a gambling addiction to spend tons of money on this game to see what they get. These people will spend money on the game until they run out of money to spend or borrowed money to spend. This causes the game it self to have a rapid increase in profit at first as these addicts will spend more money than other player spent on a somewhat guaranteed thing.

Being honest I really don't think they care as long as the money is rolling in.
If the midden were to ever hit the windmill about official complaints by any governing body/authority then all D3P have to do is hide behind the fact that chances are clearly stated.0 -

If people stopped buying the 10 packs, D3 might increase the odds to promote sales. Even with increased odds all tokens are still gambles.
