Some permanent '+X/+X' abilities not being applied multiple times correctly [Investigating]

Workshop Elders applies +X/+X permanently to your first other creature. The first time this effect triggers, the creature gets +X/+X, as it should. The second, and subsequent, times this ability triggers, the animation is displayed, but the creature gets +0/+0

A similar thing happens with the permanent +7/+7 bonus applied by the Restless Prairie event support in the Lost in Caverns of Ixalan event; the buff is only applied the first time the effect triggers
