Lord Windgrace 3rd ability

I recently bought Lord Windgrace and I think he is great. I did however find that when using his 3rd ability back to back that it only increases the cost of cards that haven’t already been increased. When you activate the 3rd ability for the first time it shows an animation going to all of the card in your opponent’s hand. When you use it the second time it only shows the animation going to any new cards in your opponents hand. Any help would be appreciated.
