Does an apple account synchronize between ipad and iphone?

whatsoever

I am playing on ipad and iphone with a facebook account and everything synchronizes fine.
this may be a stupid question, since it should be obvious that it works, but I get a notification like „you cannot play on multiple devices after migration to apple“.
or do they mean other operating systems?
