Quest journal issues [Investigating]

So... we get a MAXIMUM of 9 quests weekly for the quest journal... how exactly are we supposed to get 14 quests done to get all of the rewards?

    Last week the quest journal reward ladder had 14 steps

    This week it has 7 steps

    The correct number for the reward ladder is 9 steps: 3 quests become available on day 1, and then there's 1 extra quest on each of the next 6 days of the week.
