Chimil prevents friendly mana drain effects [Investigating]

Chimil, the Inner Sun's description states that "Cards in you hand can't have their mana drained or raised by effects your opponent control, except for Ward effects", which seems to imply that "friendly" mana drain effects such as Cycling or player-controlled creature effects should work. They, however, don't - Cycling ability is shown as red disabled icon altogether with Chimil on board regardless of how much mana I have in hand, and creatures like Tovolar, the Midnight Scourge will prompt to drain mana but then will drain none.
Inability to drain mana for friendly effects makes it a much less interesting card.
Additionally, the card text has a couple of typos ("in your hand", "opponent controls").

    Also when you play adversary (midnight hunt) creatures for example you are not asked to drain mana from your hand to get aditional effects

    This is also preventing Urza's Fun House from being able to draft.

    Have also had this issue using Chimil with Adversary cards, though it does seem to be intermittent as I have played a TG match where I had Chimil out and it let the red Adversary work correctly. That is the only time I've seen Chimil work correctly for sure. Just had it block my black Adversary from working in Of Machine and Freedom, it may work with one and not the other.

    Chimil also interferes with Cycle, when Chimil is out the cycle evergreens are turned red. It actually half-blocks: if you cycle a card and have other mana in your hand it won't work, but if the card being cycled has mana of its own then the cycle will work (not sure if it needs to also be first slot or not). This partial implementation kind of lends to maybe some of the adversaries working and not others.

    Here I have the log of casting black adversary and not getting the drain popup, while you can see there is mana in my cards: (edit: in this same match I later cast red adversary and it worked correctly, seems black is broke and red is fine)

    Chimil also seems to prevent you from paying ward costs. I had 4 cards in hand with mana when I made my swap and was never asked to pay the ward cost from my opponent's felix 5boots and it automatically got hexproof.

    I'm having a slightly strange issue with Chimil this week:

    If I have Chimil in play, and a try and cycle an Angel of the Ruins from my hand:

    • If the Angel of the Ruins itself contains the necessary mana to cycle, then Angel will cycle as expected
    • If the Angel of the Ruins contains no mana itself and I would have to draw mana from other cards to cycle it, then it will not cycle as expected; the card is exiled for no benefit, instead.

    Isn't this bug supposed to be fixed?

    Today I find myself unable to pay the Kicker cost on Tidebinder Mage because I have Chimil in play.

    Chimil is only supposed to stop mana draining effects my opponents control. The Kicker effect of Tidebinder Mage is under my control.
