Yes, their baseline strategy seem to offer 9-10 covers after intro then that is it for months. My BP was parked since his intro to yesterday, and HT, falcon just clogging the roster waiting the last set. Daken will likely be similar story. Hulk, LT had same cycle. Really the exception was just Steve offering whole build right away, and some heroes like Punisher were collectible from progressions.
In short you seem to get stuck with unusable character for long even if you can grab all available prizes unless buy up 3 covers (or get lucky with those percent chances in tokens). Obviously those who miss even some of the initial 9-10 covers are even more hosed.0 -

Of course they do, by their article they measured that people are buying more tokens after the nerf because they are way more excited about the random pull instead just getting a dumb copy of the featured hero...0 -

I think that they are better than before about making new characters available. Unleveled characters are quite useful in PVP - they are buffed by 30 to 70 levels.0 -
I don't think there's some conspiracy to keep people from completing their characters. Looking at the event reward tracker it seems like they really just want every 3* to show up as PvP rewards, but no matter how you rearrange 20 3*s there's going to be a very large time lapse before a certain hero shows up again. I think the 9-10 covers during when a character is new is fine. The problem is once you get out of that phase, a particularly unlucky 3* may need several months before he shows up again due to the sheer volume of 3*s available. Again, it wasn't easier to win events back then, but when there are only 5 guys regularly offered for reward it's easy to know what you're shooting for.0
