Dazzler Survivor reducing strength of strike tiles

Thanks to all this ISO from the GotG event, I decided to champ Dazzler and try her out in Shield Simulator. Her black sounds like a really cool power. Stunning the target and 'empowering' special tiles by 20%. In practice, though, it actually reduced her strike tiles to 20% of the strength. My strength 96 strike tiles went down to 19, then 4, then 1. This seems counterproductive and surely must be a bug.
