Is treated as casting a spell. It's an artifact equipment support. It summons a dragon, but even if you 'Not Now' the dragon Events and Quests record a spell cast. I haven't managed to contrive a situation to determine if it triggers in-game 'spell' requirements.
For WHATEVER reason the creation of the dungeon support counts as casting a spell. And yes, that does affect spell casting objectives. For the same reason I never use the Dungeon Master when an event demands no spells being cast. It renders his first ability useless.
