Possible bug? Prosthetic Injector not working. [Investigating]

If you have Prosthetic Injector out and your creature already has Toxic it will only gain +0/+2. For instance Tyrranax Atrocity has Toxic 3. When Prosthetic Injector triggers you would expect it to now have Toxic 4, but it won't. Is this a bug, or is this working as intended? Other similar effects stack so you would expect this one to as well.
