Super-Skrull Force Multiplier targets board edge

Super-Skrull's Green power Force Multiplier says it destroys a 3x3 block of tiles. However, sometimes it targets the edge of the board, destroying less than the full block of 3x3 tiles.
3* Punisher's Green used to have this problem, but was fixed in the past.
