Spending money to compete in 3*

I have been in 2* territory for way too long. I'm now on day 125 and I still have yet to have a maxed 3*, while having ALL of the maxed 2* (well, some of the **** ones don't have full iso), and I have about 80k iso just sitting. I haven't had less than 50k iso for the past three months, waiting for decent 3*s to come in.

Since I am planning on spending about $50 on hp to buy covers (which should buy 6 covers I believe), I want to get some feedback about where would be the best place to put that HP.

My 3*s are as follows:

So obviously I want to max out punisher, which is 2 covers right there. But I am unsure about the rest. It may not be worth it to spend more at this point. Black panther would be good, except for the fact that the AI will use punishers black before his, and his least useful power (blue) is maxed. In addition, at this point I am always facing OBW and her drain is a pain in the **** for black users.

BWGS is really meh. She can be good bit is too squishy. I never really am afraid of her unless she is backed up by someone tanky.

My next best options are hulk, hood, or magneto. Magneto I am wary about spending money on with the impending nerf, but he is really awesome right now. Hood again is not very tanky. Hulk I am still not sure about. He is frightening on defense but isn't terribly good at gaining the points quickly on offense.

So, any thoughts? Am I just crazy to be spending any money at this point?

Punisher/OBW/featured & Punisher/OBW/CMags seem the strongest teams you can build "quickly".
Question is, what happens if CMags gets nerfed to useless? Go for Falcon?

I'd go Punisher Hood Hulk if doing it right now

CMags is great at board control, but there's an impending nerf going through in the near future, so I wouldn't spend anything on him till the dust settles.

I'd just max out Punisher and save your HP otherwise. You won't have enough to max another 3*, so you might as well save the money and hold it until you get enough covers to bring someone else to 141.

In PvP the spending that matters the most is the shields, not the quality of your heroes. After a certain point it is simply not possible to keep climbing without being pounded into oblivion no matter how strong your team is. That said since the rewards for PvP placement is unpredictable, if you have enough HP to max out whatever heroes you're hoping to get you might as well do that. In the long run shields are a better value for HP spent, assuming your base team is at least strong enough to get to about 900 rating (usually good for top 25 at least).

In PvE spending money is more about upgrading the current major boosted hero when it makes sense. For example having a 5/3+/X Daken for Prodigal Sun would've allowed you to easily clean up for a great finish. It's impossible to tell how big an impact spending money on the major boosted hero would have in general, but generally speaking the more powerful the hero, the more likely for a significant impact.

Thanks for your honesty. I decided not to bother since:

A) I got really pissed off at not even getting top 50 with a score of 900 and missing that red magneto cover
I realized I can get the black punisher easily in the PVE (I now have it, just missing the red)

Now I am just at a point where I really want to grow my 3* team but I think you are absolutely right: the meta is in spending hp on shields like crazy. I only want to spend money if it makes a difference in the long term. Since my alliance of 20 people can barely manage top 250 most of the time, that basically means I am SOL, and will have to CONTINUE to spend money.

As NorthernPolarity noted, you have not enough iso to max your characters once you buy the covers. By the time you collect this much iso, you may win exactly the covers you just bought.
My suggestion is to buy covers only when you have enough iso to max a character you want, and then, spend the HP on the cover you miss.
For a more precise amount of iso, you need 91018 iso to go from level 100 to level 141.

If you want to max out your two higher characters (punisher, and BW), you need:
- 6 covers
- 171 315 iso

No need to hurry to buy the covers
