Dakkon, Shadow Slayer vanguard first ability [Investigating]

The Dakkon vanguard's first ability, Surveil 2, does NOT trigger Blood Operative's ability when that card is in the graveyard. Other cards that have surveil will fetch it from the yard onto the battlefield.
