Not prompted to pay for Ward before casting Circle of Confinement [Investigating]

When casting a spell that targets, if my opponent has a creature with Ward, I am of course prompted to pay for Ward. However, when casting Circle of Confinement (a support that targets) I am not prompted to pay for Ward, so Circle cannot target a Ward creature at all.
