It treats the “instead” in the cleave cost as a “then”, which means you have to have a creature on the board or it doesn’t let you cast it.
Expected behavior is that the cleave cost is a true, alternative cost that allows you to cast it targeting an opponent’s creature if you have filled the cleave mana.

    Alchemist’s Retrieval does not let you target an opposing creature if their hand is full.
    Expected behavior is that you can target an opposing creature when their hand is full and it would destroy the creature instead of returning it to their hand.
