Alliance Chat Update and other Alliance stuff

Please add a header for adding Alliance Announcements so leaders can post important messages and such without it getting pushed down and vanishing.
Also some overall improvements to Alliance Chat and Member stats would be nice. Like being able to see how many 4*s a certain member has, etc.
