Unusable recruitment tokens

Anyone else getting tokens they can't use? In last week I've gone from 1 to 5 recruitment tokens. While on the menu they say they are there, but when I try to go in use them they're not. I cleared both the crystal and 50th years vault, but neither have a reset option so I don't know if I'm getting tokens for them that I can't use or what.
