Alchemist’s Retrieval fizzles when opponent’s hand is full [Investigating]

When Alchemist’s Retrieval is cast and the opponent has six cards, the game lets  you target an opponent’s  creature but then fizzles to the graveyard without affecting the targeted creature.

 Nothing in the card text indicates this is how it is supposed to work.
