Token creation being categorized as casting (Skeletal Swarming) [Investigating]

When Skeletal Swarming "creates" its token skeleton it is calling that a cast.

A ) "Create" on cards has always been summon before.

B ) Tokens are always summoned.

This can make players fail summon/cast objectives.
