R237 Update Bug. Pending, won't install = resolved

On my Android tablet, I am unable to update, it just says pending forever, I eventually cancelled it.
Tried it again later, it told me it was mandatory to install, tried, same thing.
Deleted app.  Re-installed, same thing.
Re-boot, same thing.
Updated on phone (also Android), updated no problem.

Android version 8.0.0
