Villain low level boosted vs. high level un-boosted

Just out of curiosity, at what level would you have to level your own Rag or Hood or whatever to be roughly on par with a 200% boosted lvl 15? Is a 200% lvl 15 equivalent to a 30 or more like a 45? How about a mid-leveled boosted (say 50) compared with high level un-boosted? Does it roughly scale or at some point does the boosted character become way more powerful then even a max level character? The boosted will obviously have many fewer skills then the boosted character but will also have a much higher crit multiplier.
