5* Scarlet Witch Mystical Feedback creating a duplicate when the original is locked

I happened to have a blue Bag-Man team up on me when I was fighting a 5Witch team in PVP yesterday, and I locked the Mystical Feedback tile that was down in the very bottom right corner, unmatchable. At the start of her next turn, she created a second one the way other characters with similar passive repeaters/cds used to do until fixed. Is this a bug, or working as intended?
