Push notifications for when the servers are down and back up

It would be nice to get a notification for when the servers go down and when the servers are back up. Basically add a ping in the background that will check if the server is up and running or not. If it's not running, notify. When it comes back up, notify... and no, the notification for when I get attacked does not count as a notification that the server is up.
