does this mean no more characters are limited to tourney rewards only? that there is a small chance for IM40 or Ragnarok in standard pack under the "new heroes" store page?

In theory, this is true for all currently available characters. Any new ones naturally are limited to Tourney Rewards until they're added to packs. Yes, you could pull a Ragnarok from a Standard Pack, although the odds of pulling any given 3 star cover are pretty low, since it's spread amongst all possible 3 star covers even if you roll up a 3 star.
