What the heck does "active" mean?

Apocalypse stun resistance is supposed to only work when "any of his active allies are Mutants". So why can't I stun him after I've downed both his sidekicks?

I seem to recall at least once firing Peggy's Blue (which places one CD tile "for each active ally") after losing an ally of my own and having it place fewer CDs. So I believe her power does not count downed allies as "active".

Am I misremembering how Peggy's power works, or is this a bug on Apocalypse?

@bluewolf posted this as a bug back in May but it was never addressed. Curious if there was any additional information.

It's a bug. You need to wait for the turn to end, if he had a mutant ally alive at the start of it.
