General Hawk is a great addition fantastic skills and fresh way taking on bases. But 2 small issues I think you need to fix about him ASAP.

1. His vertical air strike must have a rotation on its axis so you can play with the line and how to place it on the field.

2. his appearance! He looks Elvis or dr. Strange
where is his helmet?

but all jokes aside, the first issue is a major thing about him.

General Hawk is a much needed addition to Joe's team. My tank and rocketman was trailblazing around the map: increased speed, damage and range. I just need to get him to level 3 and I'll have a good replacement leader.

After playing much more with him, why just not have 3 player chosen targeting points on the map after activating the ability?
the blast radius is much smaller then cobra commander so even when stacking the 3 blasts the radius is small. Anyway try implementing the player to aim or have the blasts spilt. Makes no sense the straight vertical line
