Stun Blaster Level 9 Resource Requirements

Stun blaster Level 9 is unlocked with HQ level 15. However, it requires 1.65 million oil, and HQ 15 only supports a max of 1.5 million oil. To this point, all unlocked levels could be build with the available resources for the HQ level (once all oil depots are m axed out). The only way to build stun blaster level 9 with HQ 1 is to pay diamonds or wait for a daily bonus of oil which can stack higher than the max. Should level 9 be an unlock for HQ 16, instead?
