Fix land based AI that don't have the range to attack sea units.

Problem: Land units will keep trying to attack sea units that they cannot attack due to lack of range. With the Boosts to HQ this wastes time that makes the difference between a 2 and 3 star victory.

Additionally, vehicles are having problems attacking Survival HQs they keep wandering off despite being told to attack the HQ directly.  Some will get stuck in corners and simply not attack.

    In regards to vehicles, the team is aware of this happening from time to time.  We are investigating on a possible fix for the next release.  It's possible to command units around some placed tank traps that may help for now but we understand this can be picky.  Thank you for sharing this one as well as we work on fixing this.
