4* Kingpin: "no countdown available" message not popping up

Was using 4* Kingpin in Webbed Wonder.  His black power requires a countdown tile to work.  Usually if there are no cd, a pop-up message shows up.  Now none shows up.  It lets you hit the black power button but then it goes back to the playing screen.
