Allow shards to buy saved covers

For characters who we've maxed to 13 covers but haven't yet champed, it would be nice to be able to spend our shards on covers that would immediately become saved covers. That would help remove shards from those characters, decreasing clutter and letting us more quickly home in on unmaxed characters who have meaningful shards to spend.
