Sandwurm Convergence prevents Greenbelt Rampager from attacking

This issue came in Revolt Against the Consulate, Heroic Intervention level.
As the title reads the Sandwurm enchantment did not allow the elephant to attack.
Completely weird behavior and probably not important. Thought I would post it anyway.
