Spider-Man 2099 power Spider Bite not stacking with Wakanda Forever!

power description:
Spider Bite 8 blue AP
Miguel bites his foe, injecting them with a paralytic toxin that leaves them vulnerable. Stuns the target for 3 turns, then converts a chosen basic tile into a 4-turn countdown tile. The target takes 30% additional damage as long as the countdown is on the board.

The way this power is worded, it does not appear that it wouldn't add 30% to every pool of damage, or at the minimum 30% additional to the total damage done on that turn. I was able to watch the damage tics, and it is adding 30% to basic matches, but it definitely wasn't adding to the total WF! damage. 

Is this intended behavior? if it is, this wording needs to be clarified.
