Opening Scarlett's profile, then clicking Rank shows the upgrade button and ability for the Rank 2 ability even though Rank 1 is highlighted above. Clicking Rank 2 then Rank 1 fixes this. In this case, I have her Rank 1 ability purchased but not her Rank 2 ability (common medals are sooo rare!).
