Do Tokens Roll over?

Do all the tokens (say Prodigal Son event tokens) roll over into a 10 pack token when you get 10? I noticed that I somehow got a 10 pack heroic token (not from season rewards),

    No they don't. You most likely got that 10 pack from getting the 5000 season points reward.
