Gem conversion

Why are some gem conversion effects (like Rishka's Expertise or Season's Past) unable to convert loyalty gems, and other gem conversion effects (like Temple Garden) able to effect them?

Is there some rule which determines which is which? Is there an FAQ which lets us know what this rule is?

In the early days of MTGPQ, spells like Rishka's Expertise were able to change loyalty gems. Why was the change made? Was it done to curb the recursive power of decks like Waterveil combo? If so, let me tell you, as a player who has played that combo deck since it's creation, that attempt to limit it's power does not work.

If there are two different types of gem conversion now, how are we supposed to know which is which? Why has the wording on the appropriate cards not been altered to inform players which is which?

Mind you, for a game which is constantly facing lag issues due to increasing complexity, especially on older phones, why has this level of extra complexity been added? What has been gained?

    Everything up to HOU was under one dev team and anything after is under the new one and basically all the old cards work entirely different than the new ones. To answer your question of how are we supposed to know which is which, you don't and you never will. Don't expect wording to change because we've been barking up the card language tree for at least 2 years. The "quest" part of puzzle quest is adventuring through a sea of broken, inconsistent cards in a buggy game that change with every set release.

    It's a good question.  I assumed when the big gem converters were changed that their goal was for all gem converters to stop affecting loyalty gems, but that a few cards and effects might have slipped through the cracks.  So wiki says:
    Loyalty gems generally can't be converted into other gem colors or types unless explicitly specified.
    But that's not based on anywhere near exhaustive testing; there could be dozens of rarely-used gem converters which still affect loyalty.
