'War Council' quest cannot be completed.

I cannot abandon the quest, and when I go to the required location my only option is to siege. This is a story-critical quest, so I cannot play any more until it is fixed.

Will there ever be another patch for this game to fix issues like this? I see other people on the forum have mentioned encountering the same bug.
