Something wrong with Opponent selection in TOTP (3.9)

Sometimes it can't find an opponent, and when it can I'm seeing a lot more duplication of opponents than normal.

Could it just be low enrollment rates? I've had those issues before verrrrry early in events when probably only a few people were registered.
