New UI: scrolling between characters powers

The new method is a bit slower and more cumbersome than the old one as to move from one power to another, i have to do 2 clicks vs 1 or 2 clicks but in different spots.  This is a bit annoying for when i'm first learning a character and trying to quickly scroll back and forth between their powers to learn what they do.
