Desecrated Tomb doesn't generate tokens appropriately. Possibly misworded? [Investigating]

I was using Embodiment of Agonies and had quite a few copies in the graveyard and tried casting Finale of Eternity and Dark Petition to bring them back, Desecrated Tomb did not generate any tokens with either card. The card reads "When a creature leaves the graveyard". Being put on the battlefield from the graveyard should count as leaving the graveyard. Unless leaving the graveyard means being exiled then the wording on the card should be changed.
