Gorging Vulture does not destroy the top 4 cards of my Library on ETB

The card text isn't incorrect, it's just not doing what it's supposed to do.
There is no distinction here between "cast" and "enters the battlefield".
It doesn't destroy cards when either of these events occur.

I'm fairly certain it used to, otherwise it never would've made it into 2 of my Kaya builds.
